Committee Member |TAN Chong Huat

Chong Huat was at the forefront of Singapore’s corporate governance evolution and was a member of the Corporate Governance Council of the Monetary Authority of Singapore. He was the deputy chair of the Disciplinary Committee and a member of the Listing Appeal Committee, Singapore Exchange Limited.

Chong Huat is the Senior Partner and founding member of RHTLaw Asia LLP, a leading legal practice with an Asia Pacific presence. He chairs RHT Group of Companies which comprises Fintech & Financial Services, Training, Learning & Development, Consulting & Advisory, Metaverse & Web 3.0 Digital Solutions and Wealth & Asset Management.

He specialises on regulatory issues, complex corporate finance and project finance transactions, corporate governance and board matters, and reputational management matters for corporate leaders and major corporates. He has been frequently recognised as a leading practitioner in reputable publications such as IFLR1000 and Legal 500 Asia Pacific.

He is well-versed in blockchain, distributed ledger and related technologies, and cryptocurrencies, having invested in 2 digital exchanges which apply DLT technology. Notably, he is the Chairman of Sdax Financial Pte Ltd which has a Recognised Market Operator license from the Monetary Authority of Singapore. Chong Huat was recently appointed as a mentor for the 10th Lee Kuan Yew Global Business Plan Competition.

Chong Huat is one of Singapore’s sustainability pioneers and was a director of World Wide Fund for Nature (Singapore) Limited. He spearheaded RHT Rajan Menon Foundation’s sustainable development program, and created Greening Asean Initiatives & Leadership (GAIL), promoting sustainability education and advocacy in Asean. He led RHT’s investment into Air Carbon Exchange, a leading carbon exchange powered by blockchain technology. He currently chairs Aldigi Holdings Pte Ltd which is involved in the financing of ESG digital assets.

Chong Huat holds a Bachelor of Laws (Hons) from National University of Singapore, Master of Laws from University of London, Certificate in Blockchain Strategy Programme from University of Oxford, and Certificate in Circular Economy and Sustainability Strategies from the University of Cambridge Judge Business School. He is also a fellow of the Singapore Institute of Directors.

He has taught at the Law Faculty n Business School, National University of Singapore, Nanyang Business School, Nanyang Technological University (between AY 2007-2013) and various other universities in Asia. Chong Huat is a member of the Selection Panel of Singapore University of Social Sciences, Law School.

Main research areas:
Cyber economy and cyberspace strategy, innovation and entrepreneurship management, management wisdom and strategy. In the research of cyberspace and innovation and entrepreneurship, he mainly undertakes the policy research of the National Innovation and Development Research Institute; in the research of wisdom and strategy, he mainly studies the combination of traditional Chinese wisdom and game theory. He has presided over two projects of the National Natural Science Foundation of China (NSFC) and one key project of the Social Science Foundation of China (SSFC), and participated in and guided the research team to obtain seven NSFC projects. He has published more than 100 academic papers in famous periodicals at home and abroad.

Main achievements and academic views: In 2000, he published “77 Innovative Models of Network Economy”, which became a “textbook” for promoting the first wave of Internet in China; from 2003 to 2005, he worked as a consultant of the People’s Bank of China on Internet banking and participated in the formulation of “Guidelines on Security Risks of Internet Banking”; in 2013, he authored In 2013, he drafted a national strategy report on cyberspace, which has received important instructions and become a national policy. 2015, he published “Flywheel Effect – Data-driven Enterprise”, which has become an action guideline for traditional enterprises’ Internet transformation.

Financial commentary guest on domestic TV programs, planning and commenting on nearly 100 issues of CCTV’s “Dialogue” and “Financial Commentary” columns. 2013 ranked 4th in the top 10 most respected professors in Chinese business schools by the World Managers Summit in Hong Kong.

Chief Research Officer

Desmond Yong spent over 10 years in the public sector, having led many multi-ministries and organisation-wide initiatives, with the last position as Assistant Director at the Monetary Authority of Singapore (MAS). At MAS, he was the pioneer team to lead in the organisation-wide push for digital transformation and was the first product owner in MAS looking at digital transformation.
Desmond is an alumnus of both National University of Singapore and Nanyang Technological University. He is a strong believer of having a growth mindset and continuously seek to upskill himself and holds multiple professional certifications such as Certified Anti-Money Laundering Specialist (CAMLS), IBF-Advance (Compliance in Banking) and certified agile and scrum product management. He is also a certified adult trainer.
In his free time, Desmond enjoys volunteering as a mentor at a NGO for fresh graduates in guiding them in their career paths and decisions.
